Introduction
Transgender, as a terminology, alludes to individuals whose sense of their gender is different from what would be anticipated based on the sex individualities that they are naturally born with. A transgender individual may identify as a trans woman, which means a person who has a self-concept that is female, with the endeavor to or has transitioned to living as a woman after being born with male genitalia. On the other hand, an individual who identifies as a trans man implies having a male self-concept despite being born with female genitalia. Furthermore, an individual who is non-binary does not identify stringently as a woman or a man (Sangganjanavanich, 2016).

Introduction
The functions of the historical state correctional system have changed since the founding of the nation more than 200 years ago. The Jacksonian Era, the Era of Reconstruction and the Progressive Era on up to the reform of the 1970s all effected different changes to the function—i.e., the goals and activities—of the correctional system. Pennsylvania’s state correctional system was the first to introduce solitary confinement as a way of removing the deviant element from society. This was part of William Penn’s attempt at social reform, a fundamental characteristic of his Quaker ideals (Fantel, 1974). The goal of Penn’s plan was to promote moral rehabilitation and it was believed that through the inmate’s lengthy time alone to reflect on his misdeeds he would begin to develop the moral resolve to reform himself and become a better contributing member of society. Colonial legacies persist in Africa in spite of a post-colonial era (Austin, 2010). These legacies have continued in post-conflict Africa’s history. In Africa, there has been no real unifying factor bringing individuals together, primarily because of the communal aspect of society throughout the continent. Community exists and can be found everywhere in Africa. Structural, dramaturgic and institutional factors in formal institutionalization in Africa of health care has come about as a result of investment, development, and political stability (Ratcliffe, 2013). The relationship among cultural traditions, laws of society, and the symbolic boundaries have served to create the structural meanings behind formal institutions; the expressive dimension, communicative properties and interaction of these elements have made up the dramaturgic, and the actors and organizations themselves have manifested the institutional.
